The following are the educational qualifications and requirements for Category I (Grade I to V) and Category II (Grade VI to VIII) teaching posts:

Class 1 (Categories I to V):

(i) Educational qualifications:

• Option 1: High School (+2) or equivalent with at least 50% marks and 2 years Diploma in Basic Education (any name).
• Option 2: Obtain Higher Secondary School (+2) or equivalent with at least 45% marks and a 2-year Diploma in Basic Education (any name) following the NCTE (Recognition Norms and Procedures) Regulations 2002.
• Option 3: High School (+2) or equivalent with at least 50% marks and a 4-year Basic Education Diploma (B.El.Ed.).
• Option 4: High School (+2) or equivalent with at least 50% marks and 2 years Diploma in Education (Special Education).
• Option 5: Graduate with a two-year Diploma in Elementary Education (any title).

(ii) Additional requirements:

• (a) Successful completion of Odisha Teacher Eligibility Test-I (OTET-I).
• (b) Proficiency in Odia language up to Class

Class 2 (Classes VI to VIII):

(i) Educational qualifications:

• Option 1: Graduate with a two-year Diploma in Elementary Education (any title).
• Option 2: Graduation or Post Graduation and Bachelor of Education with minimum 50% marks. degree.
• Option 3: Graduation with 1 year Bachelor of Education (B.Ed.) with at least 45% marks as per NCTE (Recognized Norms and Procedures) regulations.
• Option 4: Upper Secondary School (+2) or equivalent with at least 50% marks and a 4-year Bachelor’s Degree in Elementary Education (B.El.Ed.).
• Option 5: High School (+2) or equivalent with at least 50% marks and 4 years of BA/B.Sc.Ed or BAEd./B.Sc.Ed.
• Option 6: Graduate with a minimum of 50% marks and a 1-year Bachelor of Education (Special Education).
• Option 7: Graduation with a minimum of 55% or equivalent and a three-year integrated B.Ed.-M.Ed.

After the online application submission deadline, the list of candidates for each category based on preferred region will be published on the OSEPA website. Each candidate will also be provided with information on subsequent preferred regions.

Online computer test: OSEPA or an authorized agency will conduct the online computer test as per the syllabus mentioned in the job advertisement.

Region and Category Draft Merit List: Draft merit lists organized by region and category will be posted on the OSEPA website. The list takes into account the candidate’s constituency preference, followed by merit ranking. In the event of a tie, the following criteria will be used: date of birth (preference is given to older candidates), qualifying examination score percentage, and continuing education qualifications. If a tie persists, government instructions will be followed. For specific positions within a category and region, regional preference will take precedence over merit.

File verification: Candidates on the proposed admission list will be required to come to their respective district headquarters for verification of original documents. Required documents will be specified in the OSEPA website advertisement.

Failure to provide the necessary documents will result in rejection and the candidate’s name will be removed from the draft list. Academic and training qualifications (or RCI registration certificate for special education candidates) must be obtained/issued on or before the last date for online application submission.

Prepare and approve district provisional transcripts: After verification of the materials, a provisional merit list will be drawn up for the candidates who have been drafted into the merit list. Candidates on the Provisional Merit List and Rejection List will be given the opportunity to raise objections.

The provisional list of winners will be approved by the respective district authorities after verification of original documents and consideration of objections within the time specified in the calendar of events of the schools and mass education departments.

Announcement of the final outstanding list of each district: The final list of winners is organized by each district and will be published on each district website and the OSEPA website after approval by the competent department.

Tutoring: Districts will invite candidates for school assignment through counseling. A separate notice will be posted and displayed on the district website and OSEPA website. Vacancies left due to lack of qualified candidates, refusals or non-entry will be addressed in subsequent recruitment rounds as needed. No waiting list will be maintained.
